Keyboard Mappings in Delphi 2.01

How can you modify the keyboard mappings in Delphi 2.01? I don't want to use on of the four built-in mappings like IDE Classic and those. I want to change F7 to search for example. In Borland C++ 3.1 you had an utility that made a keyboard file for you and I made wonderful mappings for myself. Can't a more advanced product like Delphi do it?

Previous BorlandPascal have temc.exe but delphi not.
You can't do this in delphi. Why ? Ask Borland.
