We have a need to freeze columns in a DBGrid much like the functionality MS-Excel provides.  Essentially, when the user scrolls over to the right to see additional columns, we want to prevent certain key columns from scrolling off the display.  Powerbuilder allows a scroll lock.  How can we accomplish this in Delphi 3 ?

There is a property in the DBgrid which called FixedCols.
Since this property is in the protected level, you need to declare it as public or published. Therefore you need to create a new component, derived from dbgrid and make a redeclaration.
