Web Authoring

I'm currently developing a web site and have a few queries.

1). I have a static gif image and I want it to have a transparent background so that the browser backgound image can be seen through it. Can any one tell me of any freeware or shareware packages for Win '95 which are capable of this

2). I also want to create an interactive clickable map. A plan view of the organisation for whom I am developing the site. I want it to work in such a way that if you click on an area or office then a brief descriprion of that area is displayed, I also wish for there to be link to the page corresponding to that area, which transports you there when selected.

3). I am intending to incorporate a Mini SQL database into the site to aid in it's maintenance, I have used Oracle SQL, is it similar, commands etc? Also are there any tutorials available to help in creating the database and is available for PC's or only UNIX?

The site is for the dissertation part of my masters degree in software development, I am developing the site for the university careers service, to help other students find employment upon graduation, so any help I can gleen from you experts out there will be greatly appreciated.

I have used Paint Shop Pro for years, it has the capability to set the transparency up to 200%, plus lot's of plugins available.  Use "Map This" for either CSIM NCSA, or CERN style mapping, again, it's sharware.
If you are already familiar with Oracle SQL, your battle is over, just about any sequel data base can be accessed and managed with minimal effort, using cgi/perl scripts to pull data works fine.
