I understand that screensavers are just an executable in the windows dir, but what do you need to do to set it up so that the screen saver fills the entire screen and so that the "settings" option (under control settings, display, screen saver) works with it like the normal screen savers do today?

It's very simple to explain you in few lines.
I can only to say you, search in the Delphi Super Page,
Torry's Delphi Site or The Deli Delphi, you will found
a lot of example and source code for realize a screen saver, with
all the Windows 95 functions.

I know somebody who can explain this better than me. Pablo Pissanetzky wrote a small example of a screensaver. It's small and thereby very understandable. You can download it from the following address :

Hmmmm.  I have already checked the superpage, and I don't know of the other 2 webpages or their addresses?
