How do I read (and write) disksectors with DeviceIoControl  ("dwIoControlCode", "lpInBuffer" and "lpOutBuffer") ?

look at the MSDN documentation on the Win32.vxd.  It even gives an example on how to exactly copy a diskette.

Post more if you need more or if you don't have that.
