french version of netscape navigator under

When I install Netscape Navigator (NN) 3.0 (french version) under Windows NT 4.0 workstation (with Service Pack 3 installed) under the Administrator key and when, after, I try to use NN under another user key, this user receives the english version of NN ??? !!!!
But under the Administrator key I receive well the french version of the product !..      What happens ?

If you go to settings, taskbar, advanced, you'll find that the french version is in the user settings for the user that installed it.  Move it (drag and drop) to the All Users directory.  If you put it into the Default Users directory, it will be included in the menu for any new users by default.

Make sure the english version is removed from any users that don't need it.
