I would like to rotate a bitmap that I have loaded into a TImage object on a form.  Can the TImage object be rotated or is there another way to rotate a bitmap in Builder?

You can use the OpenGL functions which are include in C++ Builder. The only thing you gotta do is to be sure that you have include the header file in your .cpp

The Header file are found in the /Builder/include directory.

Hope this help,
