Delphi Programming question

I have the next problem.
I wrote an application which uses STRINGTABLEs to store
national (localized) stings for captions of buttons for
instance.
I work under Russian windows95. After compilation of resourses under this platform application work good.
But under Pan European windows. I cant see correct captions.
I thought it was Fonts ... But my application installs needed fonts.
After some evaluation of this problem I found that
LoadString function loads resource string from STRINGTABLE
different ways on different platforms.
Then I compiled resource on Pan Euronean and application began work correctly on PE but bad on Russian windows.
It means I must create national resources under national windows.
But I want work only under one version of Win95.
What is the right way to create resources with national stringtables inside?

Do you create more string tables for different language versions ? If not then you must do this. String Table has property  Language where you can set Major and Minor Language.
