Learning the other web "language" besides HTML

I've been learning to write web pages for a few months now and I am currently involved on working with my local computer user's group web site but now I have hit the language wall. I would like to learn about writing in java, perl and other web applications besides html. Finding books and websites on the subject is easy but if I want to experiment with learning these languages on my home PC what application do I work in? A html editor, notepad, What?

notepad will allow you to generate program files, but to run the things, you would need to install a java or perl compiler on your machine.  Any search engine will lead you right TO multiple sources for freeware compilers for both of them.

would like to have had a little more info on what a compiler is and how it links up with my code but other than that it was a satisfactory answer
