DSMERGE -672 error

We currently have two servers that are each on a separate tree.  Our
desire is to merge the two and become on the same tree.  One server is
4.11 and the other 4.10.  I have downloaded the latest NDS version for the
4.1 server.  When I go to run a DSMERGE, I recieve a -672 error.  I have
checked the rights on admin and have even tries a admin equivalent login.
The servers have no problem seeing each other, but each time I try to
merge, I get then same error

The error -672 is "NO_ACCESS". Assign ADMIN or another appropriate user all rights to both root servers.
Check Novell's document (2912750)on procedure to merge trees.
Be sure you have identified the source and target trees correctly, as the terminology is not clear.  The source tree is merged into the target tree at the root and becomes part of the target tree.
For security reasons, you must in login to both trees as an administrator with supervisory rights to the root of the tree to ensure that you have proper authority to perform a merge.
