I dial in to a PPP server, which gives me a Dynamic IP address  each time I connect. I would like to allow a
remote user to  telnet to my PC, however I'm not sure what IP address he should telnet to. Is there a workaround for this?

Not easily. Varoius people offer dynamic DNS, for a price, where, as soon as you go on line your machine contacts them, and a name registered in the DNS is updated to reflect your current IP address. If you have webspace at your ISP, you could sort out some kind of script to update a page with your current IP when you go online. Your friend could then have a script get this page, and extract the IP from it, and enter it into his hosts file, or something similar.

Basically, whatever you do, you'll have to hack around this. There are ways, but none particularly elegant. If you can get an ISP that gives you a static IP, you're much better off.
