Is there a way to download a mac app (shareware or whatever)
from a wintel machine's web browser that a mac can read
and use (after decompressing or otherwise).  I can do this
with files, but don't know if executables can cross over.

The short answer: No.
The long answer: The coding is different. Pentium cant understand PPC and PPC cant understand Pentium. UNLESS you get something like Virtual PC but thats ram hungry and expensive.
