How can I access to an Appel Personel Laserwriter 300 from a PC : is a driver available for that ?

According to all the Apple docs I have read, there is no Windows support for the Personal LaserWriter 300. So, I would try using the wrong driver if you have physical connectivity (the appropriate adapter/cable) from your Windows machine to the printer. I don't like to take "no" for an answer from a computer.

1. enter "Windows" as the query string.
2. pull down "printers" from the Search in the Topic Area:

hit enter or the search button.
