Detect when system is idle

I am looking for C++ program or library to detect for a period of time when system is idle.  This program or library should allow me to set a time frame and just return an on/off value to my program.

If you are talking about windows environment, and you are suing MFC, the OnIdle member of CWinApp is called when app is idle.
