WITH IT CAN SOMEONE HELP ME WITH THIS I REALLY DON'T NO

CGI is not something you program with, but quoting from the CGI FAQ found at the link below:

  "The Common Gateway Interface, or CGI, is a standard for
   external gateway programs to interface with information
   servers such as HTTP servers."

That is, CGI is the mechanism used to "hook" programs to web pages so you can do something other than display statis data.
