Hi!
Here are my questions: (They're relevant to each other)

1) How do I get the cgi-bin.pl and where should it be placed ?
    How the *.cgi calls it ? or maybe the html document
    should call it? 
2) How can I change a  *.pl  file to a  *.cgi  file?
    Should I use a compiler of perl ? 
3) I want to test the form on my computer before I'm putting
    it on the net, how can I do it ? 
4) In the html doc, what is the structure of the line: <form method="post" action="*.cgi"> ?
5) If there are some programs I can use (like perl compiler)
    or any other help progs, please let me know how can I get them,
    (Sites where I can download them).

This all depends on what OS and server you are using.  Describe your configuration and you will get an answer

I need a compiler for Cgi programming(freeware) can U find me an adress that I can download it from. Also instructions on how to use it.
