Is there anyway to set the database offline like in
 Micrsoft SQL Server

There is no "offline database" command in Sybase SQL Server.

You can cause the database to be offline by dumping it and
then reloading it.

An alternative is to kill any user connection that are currently using the database and then quickly (before they log back in) run sp_dboption <dbname>, "dbo use only", true.
