how can i read a perl program that is already on a cgi bin in another server

If your looking to run the script:
Quite simply you can just call it with the url to it
eg: www.whatevercompany.com/cgi-bin/script.cgi
However there are two things which you should do:

1) Verify with the owner/maintainer that it is ok with them that you use the script/resource (not everyone does this).
2) Know what the script is expecting as input, eg, what values correspond to what named input variables.

You can find out the correct usage of the scipt by viewing the html source that calls it, do this in your browser by clicking on view,and then source, when on the page that calls the cgi program.

If your only looking to take a look at the perl souce, then you could try acessing the cgi-bin without any filename, if this brings up a directory structure, then your in business, and you can download, or view the actual scripts themselves. Otherwise you'll probably have to ask the owner for it. A lot of sites have programs which call the cgi program securely, so that no-one can get in and edit them for their own needs, such as outputting the passwords file.
