Is it possible to create an app that can make VB work in cgi-bin, so that I can also use cgi32.bas

Sure.

Consider that CGI is just a protocol stating what kind of interaction there can be between a web server and an external application. So, it doesn't matter how you coded that application, as far as it is CGI compliant.

Check out the book "CGI programming with Visual Basic 5.0" or try http://www.betabooks.mcgraw-hill.com

Is your problem getting the VB part to work with CGI or the registration process?  The book has a back section with all of the DLLs and the registration you need to do for them.  The easiest thing to do is to create a setup program and run it on the server - that will install all of the required components so that a VB app. can run on the server without a hitch.

About the programming CGI with VB part, that's where the book will help you.  There are several web sites that specialize in this area as well.
