Rational provide a tool called Rose. It takes headers and strips out the comments, using them as the documentation. This tool is probably best used in providing low level documentation (level 3??), but can be a pain to configure. If you are looking for Full project management from Req specification, design, code and testing, then I can't think of anything that runs on a PC. OMT produce a tool called Software Through Pictures. We have this running on a Sun. A while ago, Cadre had a tool called select which provided various design capabilites from booch to yourdon. This ran under windows, but I don't know where they are with it now.
