Is it possible to create an HTML/web based interface to a Visual Basic program that will be dynamic (options selected by user on page will retrieve/calculate data to the interface display).

Absolutely. There are two ways to do it. One is to use Active X controls, but that's only supported by Microsoft IE. The other, more broad-based way is to use CGI scripts. There are a number of books and other information available on CGI. Here's a web reference for you, too:
