Is there a software solution that will enable Sony Play Station CD's to be used on a W95 PC.

Skylane, unfortunately there isn't, as the programming language used by Sony for their Play Station is proprietary.

There is some software but it isn't a solution. Currently only software emulation of the CPU is being worked on. In a couple of years when the 787 800 MHZ is standard or maybe before there will be a emulator for it. It is inevitable.
