search engine like Alta Vista but low budget

Hello,

I am looking for a search engine that can handle, if
necessary, millions of files (though I do not want to
pay for every file like with "Ultraseek"). The search
results must include a description of the contents of
the file, just like for instance "Alta Vista".  
Also the search engine must be able to index and search
documents in different languages, including Japanese,
and if possible be able to index meta tags. Depending
on the web host I will choose the engine has to run
under Unix or Windows NT.
In short, I want low budget search engine with the
same functions as "Alta Vista".
I hope someone can help me with this.

The best way to do this would be to write a search engine hooked into your own database in perl. Perl c an handle millions of entries with liitle overhead and can run on NT or Unix.

Dear Jason,

Thank you for your reaction. If you could tell me where I could
get such a Perl script or suggest someone who could make it
for a reasonable fee, I will give you the points and an A.
I will not need the search engine right away, it will still
take a while before I have completed my site. So if you
suggest someone you know (and I am convinced that this person is better than others), it will take a couple of months before I
contact him or her.
