Using Windows NT, I recommend IIS 4.0.  Because it is integrated into the operating system, it is very fast, and causes low overhead.  You also have the advantage of being able to use Active Server Pages and ISAPIs.

Website causes a lot of overhead and is pretty slow.

Netscape is fast, but causes lots of overhead as well.  IIS and Netscape are almost identical in speed though, but IIS is free.

So go with IIS 4.  It is free, easy to administer and install, has tons of features, and you won't even notice it is running.

Since there are over 300 different http servers (as found
on http://www.netcraft.co.uk/), there is far more to choose
from than just Netscape or Microsoft.

If you want speed of delivery to hundreds of simultaneous
readers then Zeus (http://www.zeus.co.uk/) or Roxen outperform
both of them. If you want a large installed base of users
who can answer questions, then Apache leads all the others
by far (but not necessarily on NT). Finally, there are servers
with specialist tools for indexing, or special extensions to
HTML.
