Most Internet Service Providers (ISPs) use what is called Dynamic
Addresses, i.e. they assign you a new ip address each time you
connect to them.  They do that because they have a limited number
of ip addresses, and they may have many more customers than IP
addresses, and the only ones they think need an IP are those that
are connected at any point in time.

However if you need to have an ip address to enter into your
servers control files most ISPs will provide you one.  What you
have to do is ask them for a "static ip address"  Some ISPs will
do that for free, as long as you explain why you want it, others
may charge you a small fee for a static ip address, but in
either case they take that address out of the pool of available
IPs and assign it just to you, and then when you connect to them
that is the IP you will use.
