One way to create a "transparent" form would be to use BitBlt to copy the screen to the form.

Declare Function BitBlt Lib "gdi32" Alias "BitBlt" (ByVal hDestDC As Long, ByVal x As Long, ByVal y As Long, ByVal nWidth As Long, ByVal nHeight As Long, ByVal hSrcDC As Long, ByVal xSrc As Long, ByVal ySrc As Long, ByVal dwRop As Long) As Long

hDestDC is the destination DC, x and y are the upper left coordinates telling it where to start drawing, nHeight and nWidth are the lower right coordinates telling it where to stop drawing.  hSrcDC is the source DC, xSrc and ySrc are the upper left coordinates telling it where to start retrieving the bitmap.  dwRop tells it how to copy the bitmap.  In this case it should be Public Const SRCCOPY = &HCC0020
