How can I decode Bin Hex crap?

I am using Microsoft Outlook for my email and sometimes Hotmail.  If I get a file that has been bin hex encoded, how can I decode it?  Is there some kind of program I can install on my system?  Help would be GREATLY appreciated!!!!

I assume you're using win95.
