missing svrapi.dll file

in order to run my new windows 95 dialer provided from my ISP, (i am currently running a 16-bit dialer), it says that it requires my svrapi.dll file (which i cannot find in my computer).  where do i go to get this file, or can somebody upload it to me?  (my comp. came with win95, so I do not have the cd-rom).

It is under \win95\system, post up your e-mail address,
