I would to know if there's a SNMP stack for Windows 3.11 (preferred Microsoft or freeware stack).

AFAIK, there is no SNMP support for Windows 3.x from Microsoft, the NetWare Client 32 for DOS/Windows 3.1x supports SNMP, you may download it from Novell's site.
