Creating a chat room with HTML Code only

I'm a beginer at HTML and would like make my own chat room on my web page, how can I do this using only HTML for I don't know Java at all!

Go to http://jupiter.beseen.com/chat/rooms/g/419 
and copy frames,use frames as setup(change logo,etc.)
