What touches upon your application itself(EXE file) that Windows Explorer extracts default icon with from EXE. In addition it extract icon of appropriate size(32x32 or 16x16) according to the current screen mode. You are recommended to supply icons of both sizes. If any of these icons unavailable shell stretches what it can extract. What you can change is icon for your application associated files( like .doc files for MS Word). Each application must register its file types in regsitry. For instance MS Word application file extension is .doc file and it creates key .doc under HKEY_CLASSES_ROOT. This key has several subkeys and default value(with my version of Word it is  "Word.Document.6". Now there is key Word.Document.6 under the same root key HKEY_CLASSES_ROOT. This key has subkey DefaultIcon which in turn has only one default value - full path name to the file containing icon and icon number separated by comma. If you want to change this icon you can change ither file(rearly) and/or icon number(often). Of cause the file must contain icon number it is refered to. Windows Explorer allows you to change icon file and icon number through file properties dialog and "Change Icon" button.
