hi all
  have any cgi programs can be compiled into .exe
file and can be run on the client side?
  if not,how to do a database query on client side ?

You cannot.

Asa far as CGI is involved, you need a web server, even if all the staff is to be done on one single computer.

BTW, this is because CGI is a protocol for communication between a _web_server_ and an external program, server side.
