Filename association : Perl, Tcl, python

They say Perl scripts can have the filename extention of '.cgi' instead of '.pl' (or even no extension) - if this be the case and you have other type of scripts (python, tcl etc etc) & u call them .cgi -- how does the system interpret these i.e. whether it's a Perl or a Python which needs to process the script requested from the browser.

How the system "interprets" filenames depends on what system you are talking about.  Unix systems make to assumptions about the type of a file from the filename extension.  So the choice is entirely up to you.  Any use of .pl, .exe, .com, .lib, etc., is purely for your convenience.  Under Windows, however, the situation is different and names like .exe, .dll, .com, .bat have significance to the system. It's also possible to associate a file ending with .pl to be tied to the perl interpreter program.

So, on an NT platform i must make sure the extension of Perl, Python, Tcl/Tk scripts all have unique file extension?

I must have missed your added question.  You should make all of the different "executable" types of a different extension under NT.
