What you want to do requires a modem with VOICE capabilities and a software program (often included with such a modem) that provides a phone interface.  These things plug into the in/out jacks of your sound board so that the output comes out of your speakers and the input comes from your microphone.  There is no way your sound board by itself can interface with the phone line.  These days, these types of modems are quite inexpensive.  I've seen 33.6K/FAX/Voice modems for $50-$75.
