Your best bet is to get Macromedia Fontagrapher v4.1 for Windows.
This program allows you to create fonts from scratch, or from a combination of several fonts, as well as converting different font formats.I use Fontagrapher to convert postcript fonts to True-type fonts all the time, its fast and easy.
If you are creating fonts from scratch, Fontagrapher has the best features over all other font creating programs.

There is also a font designing program called Softy (currently version 1.6). It's not that multi-featured as Fontographer but it does the job. There is also another program called Font Designer by a German company.

The URL for Softy is:
http://home.iclweb.com/icl1/d.w.emmett/

I don't have the url for Font Designer though. I had the shareware and I deleted it two days ago :) so I no longer have the address.

If you wish, I'll keep a look out for it and will post it up here when I find it or email you.

Hey Dood!
Have You tried Corel Draw 7 for making fonts
its just as simple as fontographer but difficult to sort out the spacing and kerning. Apart from that the skies limit, you can turn anything into a font providing it is all one object and no bigger than 760 pts.

Happy Fonting
