Where Can I find WX.exe

The answer to my previous question, Spawning a Windows program from a Dos program, is exactly what I need. I have not heard of the program WX.exe. I own Borland C++ 4.0, 4.5, 5.01 and can't find the program you described. Is there some where I can pick this up or download this?
