Unix Shell Command to convert .raw file to .wav file and .wav to .raw

Hello:

I hope the title says it all.  I'm looking for a share/free ware program that will allow me to convert .raw files to .wav, and .wav files to .raw __from the command line__.

Any suggestions?
I'm running LINUX, and will post this question in the Linux group as well..
