Like this ( -- = Bright Light )
Side of picture ->|  --------------------------Flash---------------------------- | <- Side of picture
I have tried a gradiant tool and everything but just can't figure it out..im sorry its kind of hard to explain

Well, the fail tou are incurring of is using gradients...
Here is my sugestion:
1.- Begin with a layer filled in black as base
2.- Put over it an empty layer, using the airbrush tool, begin to create the center of the "lens flare",begin with a large brush size and a smaller presion, now tou must going changing the brush size to smaller ones with more presure...
3.- Now you have the "halo" (i donĀ“t now if this is the appropiate word)
4.- Create other new layer over, and with the airbrush trace a straight line that cross the "haze" in the layer down...
5.- Well the secret now: Create a "layer mask" and with the airbrush (recommended smaller pression) begin to work in the ends of the line, to make it transparents in the way you want...
