The best free program available for bandwidth monitoring that I know of is MRTG. Go to www.yahoo.com and search for MRTG. This is very simple to install and has a configuration script for setting up monitoring of routers.

There are a number of products for network management (NMS). however one of the industries most highly regarded is a produc called HP OpenView. Again a search at yahoo will find this for you. This is quite expensive though. Another way is to wrote Perl or some other scripts to do snmpgets on your routers, hosts, etc to give you the info you require. Alternatively if you leave a comment i have written scripts to do this that i may be able to help you with,

Let me know how you go,

Jason
