reducing the size of a antimated gif

I made an antimated gif file that is 31.0k, I need to reduce the size of it to at the most 12k. Is there any free services or any software I can use to reduce the size of this gif? and how do I go about doing it. I can't use PSP on my computer (shareware version ran out and I can't afford it) Any help would be appreciated.

Use the GIF Construction Set to split it into individual panes, then put the panes in an HTML file, then run the file through the Web Site Garage, which will compress the panes for you.
