Calling Wsock32 automatically

I know that by default any application that makes use of WInsock services should call dialer automatically. However, I noticed that in my new machine that doesn't hapen. I looked through all the possibilities, that seemed to me obvcious. However, couldn't find an answer. COuld you please help?

I have downloaded that file autodial.zip and found no instructions of whatsoever on how to install the patch. COuld the person who posted that info please hlep?

The ZIP file contains three files:
URL.DLL - If you don't already have a URL.DLL file in your \windows or \windows\system directory, copy it to \windows\system.  Do *not* overwrite an existing one.
AUTODIAL.REG - This file enters the required info into the registry.  Double-click it.
DOWNLOAD.TXT - Blah blah blah...  Delete it.

That's all.  A reboot may be needed.

Hi, I finally did install that .reg file. Now, WIndows loads dialer automatically, but it doesn't unload WInsock on a request? iS that the way it should be?
