Microsoft provides a DOS version that manages most of the problem
for you. It provides fonts for screen display and a keyboard
handler etc. etc. It is called PDOS.
The remainder is displaying the right (double-byte) characters in
your program. I presume PDOS documentation will provide the
necessary information for that.

P.S. PDOS provides simplified Chinese. If a fuller implementation
is required, you may want to try and get a hold of UCDOS out of
Singapore or Hong Kong.

I don't know if the user does not have this PDOS, will the program still works?

No. PDOS provides the rendering of the characters to the screen, and the keyboard handler etc. The simplest thing may be to just ship it along with the program.
