sendmail configuration question

Hello,
My client want a carbon copy to be sent to a account when the staff in their site send a outgoing mail. Presently, I ask them to add a entry in the CC field in the mail client like netscape and ie. But they prefer to do something in the mail server rather than in the desk top clients. Since some staff may intentionly not enter the CC field. Please let me know how to do it ?

sendmail can't do it itself.

But you can replace the delivery programs  (Mlocal, Msmtp, etc.)
in sendmail.cf  by a program of your choice which must parse the
mail header and add a Cc: field.
