Go and enable auto insert notification in Device Manager. Right click My Computer, then left click Properties, then Device Manager, then your CDROM, and Settings. Restart your computer and you should be fine.

The auto insert notification in Device Manager already has a check mark.  I will remove this, restart then add the check and restart again to see if auto insert is reset.

Remember that this does not work with *ALL* cds. Audio cds *should* start automatically and any data cd with an autorun.exe on it, should start (otherwise they will not)
