Beginner: What to do!

I'm new to cgi but i have little experience in c/c++ MSVC++.
I whant to now the followings:

1. Where can i get a free webspace allowing me to run CGI. If there is something more then just register that space, like sending email so the provider allow me to run cgi. Pleas tell me. I prefer easy web-spaces. Like plug and play in windows.

2. I want every program or tool required to make CGI downloadable on the web. No sharware. Is there anywhere i can get the tools? Pleas send a URL.

3. I think i have seen that the cgi-scripts are in a special directory called CGI-BIN. Is it possible to put the scripts in the same directory where my homepage is?

Please explain easy and tell me the important things.

About question nr 1: I have a hompage on tripod because i red somewhere that they accept CGI-scripts. But when i register a  webspace on tripod i couldn't se anywhere that they allowd it. Is it common that i must ask permisson to use CGI or is it just upload and run? (why dont i try it? because i now to little to try and errors could be my script instead of CGI-permisson)
About question nr 2: I mean for creating cgi-scripts. For exampel what tool do i need to help me create pearl-scripts?

I used to have a Tripod account but I gave that up longg ago. From what I can remember, they don't allow users to have CGI access. And I doubt they do now.

From my experience with Hypermart, you do not need to ask permission to use their CGI directory. It comes as a standard feature when you sign up.

Some scripts are very easy to configure so it's almost upload and run. Some are more complex and require tedious tinkering before you can make it run. But the trial-and-error process is where you learn, so try and have fun with those scripts :)

Q2
Perl (similar to HTML) is simply text, so you can easily write your code using Notepad or any other text editor software.
