Ace compression.  Whre is the decompressor?

I have recently downloaded some files, and they have a new format of compression called ace.  The files are simmilar to Rar compression but not UNRAR won't work.  Can someone point me to a webpage that has shareware that can extract these files.

The following file will decompress .ACE files
http://www.simtel.net/pub/simtelnet/msdos/arcutils/pci-a174.zip
