Actually there is such thing as a compiler, but I believe you might be meaning --emulator, so you can play SNES ROMs on your PC.  Go to www.davesclassics.com and there are tons of emulators for all kinds of platforms, including SNES.  You will have to find the ROMs, but they are all over the net.

Try the X816 assembler v1.12f or 65816 Tricks Assembler Version 1.11
