Could someone please point me in the direction of some API and documentation for using ARP/RARP under win95/NT? Also, How do I use NetBIOS to get a remote (on a windows LAN) machine's ethernet address, given it's hostname?

For the second part of the question, use the NetBios() function with the NCBASTAT command.  See knowledgebase article Q118623 for an example.

For the first part of your question, you can use the WinSock "database" functions gethostbyname() and gethostbyaddr().  See the help of WinSock.
