I do not think that you can cheat during network play, unless you get a cheater program.
Try searching through Yahoo! for Red Alert cheats.
Try downloading this file:

you can cheat by using a rule.ini, you know that.  The only way you can cheat is by giving everyone that you play with the rule.ini edit in your favor.  Or there is a better way, build parts of the rule.ini into the map which you want to play, of course, edit the rule.ini in your favor.  If you want to know how to edit the rule.ini into the map, just e-mail me.

Dear alienyz
I have tried to cheat once by editing the rule.ini (using alchemist) on only one computer,it worked in single player against the computer.But when i tried to launch a network game it gave me an incompatible version error message? Will it work if i put the same rule.ini
in all the others machines on the network? Does it work for the aftermath too?

The problem with rules.ini cheats is that you can only make either the russians or
the allies stronger ,but you can't make  england alone for example take advantage
of the cheats.CAN YOU?

How to build parts of the rule.ini in the maps?

You can either put the rule.ini on all the computers, or put the ruel.ini into the map itself, so when other people plays with you, they have to get the map, which also have the rule.ini.  You get an incompatible version error message because the other players don't have the rule.ini that you have.  This works for command & conquer red alert, counterstrike, aftermath. You can do that, you can say, either England's armor stronger, air speed greater, cost lesser, build faster, unit go faster, rate of fire higer.

You build it into the map, by coping parts of the rule.ini and the parts that you have edit in to the maps, just open the maps with wordpad, after you are done, save it in text document.
This is what you copy from the rule.ini into the map with wordpard
Copy all the stuff under these thing:
[General]
[Maximums]
[Recharge]

If you want to change England, copy this.
[England]
Firepower=1.0
Groundspeed=1.0
Airspeed=1.0
Armor=1.1
ROF=1.0
Cost=1.0
BuildTime=1.0

Dear  alienyz

 Sorry for the delay I was trying the things you have told me ,i have coppied the rule.ini
file to all the computers on the network and it worked.

  But one thing i could not do is editing the maps in order to insert the cheats i want inside. Where are the maps located in the aftermath? Are they hidden in the mix
file?

Thank you

for aftermath the maps are all locate somewhere in a mix file...which I don't know where it is.  You can, however, use others maps that you make yourself
