Soundcard hardware conflict?

I have an old Soundblaster 16 with a 2X CDrom running off it.  My computer crashed.  I reloaded windows but now if I install the soundcard, the computer will not start windows.  Device Manager shows no conflicts.  
Scandisk keeps finding a problem with c:/wininst0.400.  Could they be related problems?

Your system base on windows 95?
You can't start windows, Why you can see device manager?
Do you installed drive for your sound card and cd-rom already?

Take out your sound card, boot up in safe mode, and erase all occurences of the sound card you can find in device manager.  Shut down the computer, install the sound card and start Windows and reinstall the software.
